The US government has created the Office for Reconstruction and Humanitarian Assistance (ORHA) to oversee the immediate post-conflict humanitarian and reconstruction effort in Iraq. This section will contain information about ORHA in order to keep UN and NGO organisations informed about the role and function of ORHA.

General Guidance for Interaction between United Nations Personnel and Military and Civilian Representatives of the Occupying Power in Iraq

For the humanitarian activities of the UN in Iraq, it is essential that there be maximum clarity for UN personnel for their daily contacts or liaison arrangements with military and civilian representatives of the Occupying Power in Iraq. As provided for in his terms of reference, the Humanitarian Coordinator for Iraq (HC), who is also the Designated Official (DO), will oversee all the liaisons with the Occupying Power in Iraq. This Guidance Paper is intended to provide practical guidance to UN personnel in their interaction with all military and civilian representatives of the Occupying Power in Iraq. The guidance provided in this document will be reviewed on a continuous basis and will be revised to address additional concerns as they arise
